Review the Real Estate Services Act, the Real Estate Services Regulation, and RECBC Bylaws and Rules to separate public policy from operational policy, with input from licensees. Within the BC Financial Services Authority, give the real estate licensing function the authority to make rules and operational policies. Revise the managing broker structure so that it is attractive to managing brokers and provides adequate supervision for representatives. Reduce the harms caused by the ban on limited dual agency.
