Downtown Vancouver Business Improvement Association  
The Downtown Vancouver Business Improvement Association was created by Vancouver City Council in 1990 at the request of downtown business people and property owners. It is funded by a special municipal levy that is paid by all commercial properties within the Association's geographical boundaries. The entire levy is the operating budget of the Association. Comprising 90 square blocks of prime office, retail, entertainment and tourism properties, and representing more than 8,000 individual business members, the DVBIA is one of Canada's largest business improvement associations. The DVBIA's mission over the next five years is that by 2017, downtown Vancouver will provide an enriched urban experience that cannot be matched.

Liquor Control/Alcohol

Arranging meeting between an individual and a public office holder for purpose of lobbying

To enquire regarding the time line for changes outlined in Bill 15: The Liquor Control and Licensing Amendment Act 2014; the status regarding the 73 recommendations in the BC Liquor Policy Review Final Report; and to advocate specifically for: 1. Creation of an equal playing field for all involved in the industry and ban unfair competition created/generated by the Liquor Distribution Branch; 2. Cut red tape and streamline the approval and enforcement processes resulting in less government duplication of efforts at the Provincial and Municipal levels; 3. Reduce the amount of government interference in how a business in this industry is operated and let the marketplace decide what is successful and what is not; 4. Public safety, enforcement and public education efforts should be focused on the most egregious and harmful acts related to alcohol-- i.e. overcrowding, over-service of alcohol, service to minors, binge drinking, chronic alcoholism; 5. Introduce fines/penalties for those directly responsible for liquor law violations or public disturbance rather than just penalizing the operators of liquor and food primary establishments; 6. Introduce fines, penalties or some other consequence for minors who are found in liquor primary establishments or attempt to enter into them; 7. Invest tax revenues earned from liquor sales in public awareness and education programs including redistributing a significant portion of these tax dollars to municipal police forces who are delegated the authority to enforce laws related to alcohol abuse and/or public disturbances that stem from the same.
