BC Freedom of Information and Privacy Association |
Organization business or activity summary: FIPA is a non-partisan, non-profit society that was established in 1991 to promote and defend freedom of information and privacy rights in Canada. Our goal is to empower citizens by increasing their access to information and their control over their own personal information. We serve a wide variety of individuals and organizations through programs of public education, public assistance, research, and law reform. Main Activities FIPA is one of a very few public interest groups in Canada devoted solely to the advancement of freedom of information (FOI) and privacy rights. FIPA provides educational services to the public on FOI and privacy issues and legislation through our speaker's bureau, website, publications, workshops and conferences. FIPA has provided thousands of individuals and groups with information and advice about FOI and privacy issues via our telephone and Internet help lines. FIPA is a centre for legal and policy research. We have produced over 40 studies and reports on FOI, privacy and other information issues. With the assistance of pro bono lawyers, FIPA has been able to defend FOI and privacy rights in the courts either as a party or intervenor. In partnership with Access Probono, we also are able to refer people with serious FOI or privacy problems for advice and/or representation. |

BC Public Office Background
Lobbying Activities
Elections
Development, establishment, amendment or termination of any program, policy or decision
Introduction, modification or repeal of legislation, a bill or regulation
Working to change an absurd and possibly unconstitutional Elections Act which penalizes small groups and individuals even inadvertently taking part in the electoral process. The lack of a floor for spending by so-called ¿election advertising sponsors¿ is absurd, especially combined with the ridiculously broad definition of what constitutes ¿advertising¿.

Freedom of Information
Development, establishment, amendment or termination of any program, policy or decision
Introduction, modification or repeal of legislation, a bill or regulation
Continue fighting a frustrating battle against a government which seems intent on taking the most restrictive view of freedom of information, and where that is not possible, using its majority to remove the tools that exist to find out what they are up to. See Bill 20 and stripping of powers of the Representative for Children and Youth, and ensuing court case. Hope against hope that by pointing out the absurdity of their position that some positive change might be achieved.

Health
Development, establishment, amendment or termination of any program, policy or decision
Introduction, modification or repeal of legislation, a bill or regulation
Hoping against hope that the government will use the E Health Act to allow citizens some measure of protection and control over their personal health information. This appears unlikely, since the government has repeatedly used separate legislative provisions to avoid the E Health Act, despite recommendations from the Information and Privacy Commissioner.

Introduction, modification or repeal of legislation, a bill or regulation
Working to prevent the government from wasting hundreds of millions of tax dollars on boondoggles in the making like the $180 million Integrated Case Management project. Also seek to protect the personal information of British Columbians from the negligence/incompetence of a government intent on collecting ever larger amounts of our personal information and distributing it across and outside government.
