Introduction, modification or repeal of legislation, a bill or regulation

Currently vehicle lessors are protected from unmitigated costs arising from catastrophic accidents due to a 2007 change to the vicarious liability provisions of the Motor Vehicle Act. However, under the Insurance Vehicle Regulation (447/83)neither lessors nor sub-lessors of a leased vehicle used as a tax, bus or limousine is protected by the $1 million cap in vicarious liability. Leased vehicles used by ride- sharing contractors therefore represent a significant potential liability for vehicle lessors due to the unmitigated liability. The intent would be to eliminate the exemption for taxis, buses, and limousines.
