Ensure that the extended producer responsibility regime (part of the Recycling Regulation) is affordable to consumers and businesses and that operating impacts to businesses do not continue to substantially increase the cost of doing business in British Columbia. Achieve amendments to the Recycling Regulation that: (a) require all Producer Responsibility Organizations (PROs) to publicly report financial and non-financial results, (b) achieve a level playing-field by increasing compliance by those businesses not registering, reporting and remitting for the packaging and products that they introduce to the British Columbia market (principally foreign-based entities), (c) require that all recyclable products and packaging either be managed consistently with best environmental outcomes, or, returned to the PRO with an approved extended producer responsibility plan for processing consistent with the approved plan, and (d) ensure packaging and paper products (inclusive of canisters and cylinders) are included in Schedule 5.
