FLNRO developed an Allocation Working Group to review the impact of full implementation of the Harvest Allocation Policy. Because of the $10 M loss to the outfitting sector, FLRNO agreed to help with increased flexibility in outfitter quotas. The intent was to increase the time horizon from 1 year to 5 years and increase the Administrative Guideline to help outfitters harvest their 5 year quota.

If outfitters cannot use their quota because the international border is closed, allow the unused quota (allocation) to be carried forward into the 2022-2026 allocation period.
