Separate the issue of the provincial state of emergency from the issue of residential tenancy restrictions, especially as far as the dates go for both respectively. Given that the state of emergency and the residential tenancy restrictions seem intertwined, the issues appear to be muddled. Clearly separating the two issues and being crystal clear on their start and end dates will reduce confusion and will lead to more considered decision making on the issue of the residential tenancy restrictions.
