We recommend expanding access to multi-year funding agreements, to support efficient and effective non-profit programs and services. In particular, access should be expanded for existing programs that have proven efficacy, especially for small- and medium-sized organizations.
We recommend increasing all project-based funding’s percentage of allowable core or administrative costs beyond the common 5-15% limit. As realistic core costs vary between 15-30%, non-profits are forced to spend more time and resources chasing funds to make up for this shortfall, rather than delivering programs. Funding agreements should allow a flexible, unrestricted percentage of expenses to be allocated to administration, infrastructure, physical space, and data collection and evaluation.
